Thank you for commenting Edie! This was not an easy task, there are a lot of weird looking mother-of-the-bride-groom dresses out there! After wading through a lot of gross stuff, I settled on two ideas that I hope you and your mom will appreciate.
Adriana Papell Shimmer Satin Sheath Dress $178, Nordstrom
Since your mom is tall and fit, I thought she'd look the best in a form-fitting sheath dress. I like the portrait collars because they add a bit of "sex-appeal" without being bawdy, keeping in mind her conservative requirements. They frame the face beautifully–hence the name–and are a great showcase for jewelry, whether it's a big necklace or a simple chain with a tiny diamond. I love the pleating detail in this Adriana Papell dress, it's a great detail that isn't too show-offy. A faux-wrap dress is also a great alternative, especially when it has a cascading ruffle on the side like this Donna Ricco dress. But my favorite thing is definitely the bold, bright blue color.

While I was browsing for dresses, I started thinking about which women in their 60s have particularly amazing style as a guide to find great things for your mom when a light went off in my head: Carolina Herrera!
Ms. Herrera is known for her love of crisp white shirts which she wears to all occasions, often with silk taffeta skirts. I thought this would be such an elegant option! Finding a beautiful, affordable, white blouse online was not as easy as I expected but I think when it comes to special occasions, going to a seamstress and getting exactly what you want shouldn't be out of the question–and is often a lot less expensive than buying something off the rack. Keeping that in mind, I thought this dramatic Redux Charles Chang Lima would be a show-stopping piece paired with a simple pencil or A-line skirt.

Of course, the shirt doesn't need to be so dramatic, but why not? It's a party. Also a more elaborate shirt she can keep it simple on the bottom with a pair of silk trousers or a simple pencil skirt. She can also do it the opposite way, and pair a simple silk shirt with pockets with an A-line or ballgown style skirt.
And just because these images are all black and white doesn't mean that your mom should be scared of color! I think a white or even cream blouse with a jewel-toned skirt would be really stunning. All in all, a wonderful way for your mom to celebrate what is sure to be an exciting, joyous occasion.
